That's just it. They're only slightly stronger and smarter than
a fluffy. They're only going to pose a threat in very large
numbers against a single individual.

I asked for this thread to learn, so stop me if I am wrong, but
I envisioned Fuzzy attacks being done en masse a'la Grey Goo

- just minus the
self-replicating part. Just a mass of small, otherwise harmless
fluffies suffocating humans by sheer numbers.

Kinda, yeah. Their bites are strong enough to break human skin,
but they can't really do much more than that. Imagine they're
like really big squirrels. How would a bunch of squirrels kill a
human?

Honestly, the deadliest weapon the fuzzies would have on their
side in that situation is FEAR.
Even if they are still not allowed to harm humans, but the
"don't be seen doing it" aspect of 109 is somehow neutralized,
fuzzies could absolutely be doing things like snatching fluffies
off leashes, perhaps even jumping and grabbing fluffy ponies out
of owners' arms and crushing them. Given that the majority of
people in Spaghetti Land would be hugboxers, having these
creatures attack their fluffies would clearly identify them as
aggressive murderers, even if they're not actually attacking
humans directly.
Also, as previously mentioned, fuzzy ponies are freaky as hell.
I imagine people could injure themselves rushing to get away
from the scary fluffy-murdering horde, then get trampled by
fuzzies who are chasing after them ... (which would not be
fatal, just funny).
Here's a question: what would happen if a fuzzy pony is outright
ordered "kill all fluffy ponies"? Without the security code or
anything, just a direct order from a human. As they're not
programmed to protect their own existence, I'm SURE they're not
programmed not to hurt fluffies. If an abuser told them this, it
might explain why some of them are openly murdering fluffies
(and apparently attacking humans).
Though I do also really like the chip malfunction idea.

on one, hacks the chip...

THAT would be a threat to humans.

Actually, a bunch of abusers arming fuzzies would be a brilliant
idea.
My plan for fuzzies is that, after the events of Cleveland,
almost nobody wants them. Seeing what they're capable of on
camera, the public is horrified, and immediately moves to outlaw
genetic engineering like the kind that made fluffies and
fuzzies. Puffy griffons just barely make it before the
legislation passes.
