I haven't been to Disney World in over two years, and that's way
too long for me.
I've also been to Cedar Point in Sandusky, which I keep
envisioning because it is on Lake motherfucking Erie. Too many
rollercoasters and not enough theme for Spaghetti Land though.
Now that would be a bitch to evacuate, like a mini Florida Keys.

Layout ideas:
Like I said earlier, one of the main keys to successful theme
park is to have the enterance/exit/all major shows be centered
on a choke point. For the Magic Kingdom in the Walt Disney
World Resort, that is Main Street U.S.A.

The keys to this is that it is Iconic - look at the view of
Cinderella's castle! Everything screams "Get in here."
Secondly, it is a choke point. Do you see how open the areas
are in the 1979 map Anubis posted once you get to the end of the
street? It makes a crowd. Just Google Image Search "Main
Street USA" and count the number of pictures that have a light
crowd. That crowd pushes you towards the warm, inviting areas
of the next key
The gift shops. Look at that map above! See how the color
scheme works? See how much of this is a gift shop? See how you
have to pass every gift shop on your way in and out of the part
of the park with attractions? That is designed this way.
More on the second point later: encourage a clockwise or
counter-clockwise flow of traffic. Make sure the first thing
they get to is a big, iconic ride. In the Magic Kingdom, this
is Pirates of the Carribean or Space Mountain. For Spaghetti
Land, one of these should be the Good Fluffy Ride - teach them
right off the bat that they need to be good!

this place?
Because now that we're actually conceiving of it, it looks and

That's a possibility. Usually it's only the USA that has the
issue with excessive amounts of ferals due to all the rural
land. Europe would be less at risk.

Oh yeah. I think that should be a wide patch near the tower,
probably on the east side
