A Introduction board

I've been thinking about possible additions to the Forum, and I
thought that a "Introduce yourself!" board would be great for
new users to introduce themselves to the community! and be
welcomed friendly!
We could also have something like a Welcome Committee, that is
like Fang's helpers - and the same way of earning yourself
there.

Implemented, I think every 6 months we should announce the new
Welcome committee members (Of course the old ones will stay) and
they will be mods of the board.

Hello! If this system comes back one day, or, the owner requests
it to be opened again, it will be unlocked at moved back into
its previous board. :)
