A "History" board

I feel like there are so many outdated announcements/etc that
should be deleted. But yet again, we could have a history board
where we could move all the stuff to, and lock it :)

We are going to wait until the Election results are out to
create the history board.

Hello! If this system comes back one day, or, the owner requests
it to be opened again, it will be unlocked at moved back into
its previous board. :)
