i tried to go with a medieval tone to it you can see part of the
shadow coming from the noose giving it a dungeon feel to it as
if someone has gotten hung the night before gave it a more
natural light to it.

The lighting does really look like its from outside and is
sunlight. This lacks the creepy aspect, and some of the ground
textures are a bit off. But it does look really cool, and if the
ground were a little higher resolution, this had a lot of
potential. But its really cool, I like the idea and the
attention to details like the noose.

I like the idea, but maybe try a different approach on the
textures. The textures on the wall don't seem like a real wall
to me (could just be me though), and has too much going on. Some
of your textures are also stretched that is why it has lower
resolution, I also think you should have added some kind of
lighting or background outside the window that would help the
viewer notice the noose alot more.

It looks good but I wish all the textures were a bit different
looking, the stone wall kind of takes over.

Try making the room darker to give it a more creepy feel. I
think all the light pouring in is taking away from the spooky
atmosphere.
