Just something I forgot

I'm sure it's a simple answer, but I have no clue what it is.
When trying to rotate a few objects around a certain point, how
do you move the rotate tool to where you want the object to
rotate from?
My project has a ball and string, and I'm attempting to make it
so that the ball and string are rotating from one end of the
string in a circular motion.

Yeah, this is a simple fix, There are two ways to move the
control point in Maya, this can be accomplished by pressing and
holding either the D, or INSERT keys and then moving the control
point to where you want it.
Holding V while moving will also allow the point to "Snap" to
the nearest vertex.
