Cobrador del Frac

tl;dr
Very distinctively dressed Spanish debt collectors (top hat and
tailcoat, thus the name). They don't do anything, just follow
you around wherever you go, until they've become such an
embarrassment that you'll hand over the money.
A detective story I got for Christmas ("Glass Houses" by Louise
Penny) reminded me that I'd heard of them in Spain. Is there an
equivalent in your country? Would it be legal where you live?
What do you think about it?
