Thats wierd. Some kind of creole?
I first thought it was a joke, but it wouldn’t be politically
correct. So do people write pidgin English like that in africa?

It's West African Pidgin English aka Guinea Coast Creole
English. It sounds familiar to me because I worked and shared
flat with many people from Africa in London. They watched soap
operas in this language. But I didn't know there was a written
       form.

In the article you mentioned they say that it wasn't written
until the BBC started using it to adress people in Nigeria.
It is interesting. At least I know that I will not learn it.
