       tl;dr
       The guy claims the reason why Germans are famous for their lack
       of humour is because we frown upon mocking others to their face.
       This guy seems to be idealizing German culture quite a bit.
       Still do you think there's anything to this? Or, if you don't
       have an opinion on this, how is mocking others handled in your
       culture?

       It is not a great way to make friends, but friends (especially
       male to male) in the US do it all the time.  My apology for the
       vulgarity but it fits under the heading of "breaking someone's
       balls", an activity that can be positive between friends.  A
       study of that phrase and how it is used is an interesting
       exercise and might be appropriate to this question.
       But the poll doesn't have my answer :-(

       It's a very common thing to do in the Czech Republic. Anything
       and anyone can be laughed at at any given time, nothing is safe
       here. We can't help it. We've even been referred to as "laughing
       beasts" but it was Reinhard Heydrich who said it so one has to
       take it with a grain of salt.

       It’s extremely common in Brazil and that’s a way to make
       friends… or at least it used to be so. People are getting too
       sensitive these days.
       Anyway, it’s (usually) not like this guy described, just banter.
       We tend to think it’s better if someones mocks you in your face
       than behind your back.

       It seems a national sport in the US also when the president (and
       serial Twitter) mocks his french colleague Macron about french
       internal politics. Inelegant.
