       The potential loss of 100 lives is no different to how one life
       is valued. Any potential loss of life from inundation is rated a
       High Hazard.
       While the statistical probability of a catastrophic flood may be
       low, there is still accountability for performing preventative
       maintenance to mitigate risk to the greatest extent possible.
