       Brockport Village Tax Cap - A Lesson in "New" Math

       Seems Brockport Village Leaders care little about the burden
       they place on village residents & taxpayers...take the latest
       Village Tax Bill as proof. Note that the % Change from Prior
       Year says 5.7%

       There is a Tax Cap law in New York State, which for Brockport
       Village Government means finding clever ways to convince the
       public they are following the laws, when the "math" says
       contrary.

       And from there an explanation on the Property Tax Cap and how
       it's applied. You will see that the wording in the law says that
       Brockport has raised their Property Tax Levy by an additional
       3.7% and simply stated it's OK. because of "Brockport Math"

       So how did Brockport totally avoid following the NY State Tax
       Cap?
       Simple. Just says it's OK and that the Budget Rate increase
       complies, and hope they get away with it. Seems a bit of smoke &
       mirrors, especially when calculators disagree with their math as
       well as the New York State Law

       How long will Brockport Village residents sit by while the
       Mayor, and her gang, keep scoffing at New York State Laws? They
       are now trying to empty empty taxpayer wallets at more than
       TWICE the allowable rate to support a local government that has
       FAILED most of it's ordinary residents in favor of giving
       preferential treatment for the SUNY College & local business
       owners.
       When will local village residents say "Enough is Enough"?

       NY State Comptroller Email Regarding Brockport Village Budget

       Its time to get some real answers...so I've emailed the New York
       State Comptroller'a Office regarding Brockport's Village Budget
       to see if it's "legal"
       I have found a Citizens's Guide to the Tax Cap online -

       And I have also found a Tax Cap Implementation Guide for local
       governments which sets how their calculations are made, with
       lots of Q & A

       Hopefully the letter I've written & emailed to the Office of the
       State Comptroller will get an answer soon. After that Brockport
       Village residents will hear the results and if the 5.7% increase
       in Tax Levy growth is ACCEPTABLE, we will all hear that. This
       large increase, over the 2% limit for GROWTH may have been
       approved by a Village Board 60% vote, a vote that village
       residents have almost no control over it appears.
       If this large increase is not allowed then the Village Residents
       can understand exactly why Village Government needs to be
       reorganized, it's about saving taxpayers money and stopping an
       out of control small government from becoming even more of a tax
       nightmare for residents under their control.

       STUNNING Stuff Doug!   I'd like to think you could do this for
       Fairport, because I wouldn't have a clue as to where to start to
       find this stuff out!

       Brockport Village Tax Cap - 2020 Brockport Government is Growing

       Received an answer from the NYS Comptroller Office regarding the
       5.7% Village Property Tax Levy increase...

       This increase is A-OK...according to the NYS Comptrollers Office
       as 2020 is a "growth" year for Brockport, as one of the 10
       remaining Village Governments in Monroe County. Those years of
       growth for a given village are calculated and posted online for
       Villages to use when calculating their Levy Increases.

       As you can see, Brockport Village & Government received an
       "automatic" 3.89% increase in their "size" for 2020, and then
       added their own 1.8% increase on to bring the total increase to
       5.7%. Brockport actually decreased their overall down just a bit
       from an original 6.1%. The Village of Webster received a 2%
       automatic increase this year, second on the list for Monroe
       County.
       So the "mystery math" has been solved, it's all part of the
       process to spoon feed NY State Villages with taxpayer funded
       money on a regular basis.
       Surely not what we all hoped to hear, but some are now a little
       more informed about their tax bills and how village taxation has
       changed
