Good-bye Mr. Callaghan, Erie Canal Neighbors thank you for your
Service

The ECNA has just been informed that Mr. John Callaghan will be
moving to a new job opportunity within New York State very soon.
John has a long, storied career with the New York Canal
Corporation that will suit him well as he transitions to his new
role as Chief Executive Officer for the Hudson River-Black River
Regulating District, the HRBRRD for short.

co-workers in the NY Canal Corporation, notifying them of the
upcoming change
Colleagues,
Please join me in offering congratulations and warm wishes to
our Acting Executive Deputy Director John Callaghan, who will be
departing the Canal Corporation in mid-April to become the
Executive Director of the Hudson River-Black River Regulating
District in Albany.
Created by the NYS Legislature in 1959, the Hudson River-Black
River Regulating District combined the Black River and Hudson
River regulating districts, which were formed in 1919 and 1922,
respectively, to reduce flooding and augment flows at times of
drought or other periods when normal river flows are low. Its
jurisdiction includes the Great Sacandaga Lake, impounded behind
the Conklingville Dam, and its shoreline. It also includes the
Indian Lake Reservoir and Dam, and reservoirs and dams at
Stillwater, Hawkinsville, Old Forge, and Six Lakes.
John began his career as a seasonal Tender Captain in 1997 after
being honorably discharged from the U. S. Coast Guard. He has
also served as Tugboat Captain, Canal Traffic Agent, Director of
Canal Policy Implementation and Planning, Special Assistant to
the Director, Deputy Director, Acting Director of the Canal
Corporation, and – most recently – Acting Executive Deputy
Director. John, whose State service also includes time spent at
the Legislative Bill Drafting Commission and the New York State
Museum, has been honored by the Canal Society of New York State
with its prestigious “Spirit of the Canal” award and is widely
considered to be one of the State’s foremost experts on today’s
New York State Canal System.
As my Deputy Director and Acting Executive Deputy Director, John
has been invaluable to me as I worked with all of you to deliver
on Governor Cuomo’s vision for our Canals, and for New York
State.
John’s character, passion for his job, sense of humor, and
unwaveringly positive attitude, has endeared him to colleagues
both here at Canals, and throughout our many partner agencies
and organizations. The Canal Corporation has benefited
immeasurably by having someone of John’s integrity, intellect,
and work ethic on the executive management team. While John
will be missed, I know his leadership at the Hudson River-Black
River Regulating District will help it perform its critical
mission in a way that reflects well on his time here at Canals.

John has been a fixture on the Canal's Embankment Integrity
Program for the NYCC, heading up public meetings and addressing
individual concerns of many residents that have been involved
with recent canal embankment safety efforts. John has worked
tirelessly with the ECNA as well, helping us understand the
safety issues with the Erie Canal System, as well as helping us
create the narrative for embankment safety that you see here in
this forum. John has been a steady force throughout this safety
project, and his departure will leave a void that will be hard
to fill.
John's new role is laid out here in the HR-BR District Org Chart

And for those who think John is leaving because of all the
commotion regarding Dams in NY State, think again. John's new
role has even larger dams to keep safe and functional, and a lot
more water to deal with as part of his new position.

Thanks John Callaghan, for all you have done to further the
safety along the Erie Canal. Good Luck in your next adventure
with Hudson River & Black River Water District
management...smooth sailing... and "full freightings".
