       Sadly the NY Canal Corporation thinks monitoring Flood Waters
       helps residents...

       Never fear, the NYS Canal Corporation is "solving" the horrible
       flooding problem affecting many Erie Canal Neighbors by
       "monitoring" conditions. So to put it rather bluntly they are
       "watching" it all happen, doing NOTHING to actually remedy the
       situation and bring some relief to homeowners affected by high
       water.
       They claim its all "runoff", of course the snow was melted away
       WEEKS AGO.
       This was a post from NY Canals about 4 days ago.

       And this is one from yesterday along with pleading from canal
       neighbors who are frustrated by the lack of "action" to
       correct.the flooding issues. Seems pretty obvious that the
       directive from NYS Governor's Office to create a "flood
       mitigation group" fell on deaf ears in the NYS Power & Canal
       Corporation management

       Seems like the flooding has been going on now for more than a
       week, looking at the water gauges in the Seneca River. The river
       has risen over 4' since late March, with ZERO flood correction
       by the NYSCC who was tasked with solving this issue. The graph
       below shows water height relative to NAVD88 specification.

       NAVD 88 (North American Vertical Datum of 1988) is the official
       vertical datum for surveying and mapping in the United States,
       established in 1991 to determine orthometric heights. It
       replaced the 1929 datum (NGVD 29) by using a single, fixed
       reference point in Rimouski, Quebec, Canada.
       Key Details About NAVD 88:
       Purpose: Provides a consistent reference for measuring elevation
       (height above sea level) across Canada, Mexico, and the United
       States.
       Here's a picture of the Seneca River near Howland Island. Its
       now encroached to the point of flooding basements and has
       covered over 32' riverbank, rising 4' higher, for no known
       reason but "poor management" of the Canal Riverized System. Just
       for reference the Seneca is normally about 372' to 373' NAVD in
       Spring to Summer months.
       There are also two wooden docks that can't be seen due to their
       elevation of 375' above sea level, now almost FOUR FEET
       underwater!

       Maybe its time to for New York Power & Canal Authority to
       re-engage the "public" and start fixing the issues caused by the
       1926 canal reconstruction and riverization, which has caused
       100%.of this issue for the past 100 years.

       The Seneca Tide is going down, about a foot drop in the past 24
       hours. You can see the waterline in the picture below,  and the
       post of our dock is finally coming out of the water.

       Hopefully rains coming in next week won't reverse course on the
       Seneca and start a "roller coaster" of flooding in April to May.

       Bear in mind that the Canal Corporation had a similar issue last
       year in the May - June time frame. Again, while its VERY EASY
       for New York State to blame all this on the weather, they STILL
       are responsible to deal with this flooding issue in some way,
       shape or form... not just shrug their shoulders and say "its up
       to God".
       God didn't build the Erie Canal Waterway!
       This "canal experiment" has now become the biggest obstruction
       to natural watershed flow. Maybe its time to "brainstorm" a few
       solutions BEFORE the next "rainstorm" has New York fumbling for
       "quick fixes" once again.
