       It's about time. NYS Comptroller recommends more NYSDEC
       oversight on State Dams

       This message came out just this past week. It appears that the
       NYS DEC has been 'admonished' by the NYS Comptroller's Office to
       provide better oversight on the States looming Dam Integrity
       issues.

       This is the opening statement from that new report
       The New York State Department of Environmental Conservation
       (DEC) should improve oversight and enforcement of compliance
       with the state’s dam safety regulations to guard against
       potential costly and life-threatening failures,  according to an
       audit released today by New York State Comptroller Thomas P.
       DiNapoli.
       “Dam failures are rare in New York, and we want to keep it that
       way,” DiNapoli said. “The New York State Department of
       Environmental Conservation can take steps to improve its
       oversight of dams that pose the greatest risks and potential of
       failure by ensuring owners comply with safety standards and
       regulations, including having up-to-date engineering
       assessments, emergency plans and proof they are operated and
       maintained in a safe condition at all times.”
       Maybe the FIRST step should be INSURING the Department of
       Environmental Conservation STOPS ignoring the EARTHEN DAM safety
       issues with Erie Canal Embankments and START recognizing that
       125 miles of Earthen Structures should be added to the NYS Dam
       Registry, and plans are made to protect the public in the event
       one of those dams fails.
       That would be a good start to solving the New York State's
       Public Safety nightmare that many know simply as the Erie Canal,
       part of the NYS Canalway System.
       After 5 years of dragging their feet the NYS Canal Corporation
       is still unwilling to clear their dam problems up, even though
       their new Embankment Integrity Program gives them that right.
       Dam Ignorance will never be a solution for Erie Canal Embankment
       Integrity, and that ignorance has to stop with the State's Dept
       of Environmental Conservation staff.
