Many around Monroe County may believe the New York State Canal
Corporation has stopped its efforts to clear canal embankments
and repair that aging earthen dam PROBLEM they have had for the
past 9 years.
Untrue, in fact Embankment Stabilization efforts are on-going
through the NYS Canal System across the state, all part of the
overall EEIP public safety program.
Ever since the release of the Earthen Embankment Integrity
Program (EEIP) documents on the NYSDEC website, there's been a
steady effort to finally identify and fix these old earthen
embankments by clearing, removing tree roots and restoring
proper slope angles to these 100-year-old dams.

The action involves implementing a documented comprehensive
canal system embankment maintenance program to restore,
maintain, and manage the integrity of embankments within the
Canal System. The EEIP will address implementation of management
practices for water impounding earthen embankments or features
that abut and are parallel to the earthen embankments, including
engineered alternatives to minimize or mitigate environmental
impacts, but may not include individual structures located along
the embankments or under the embankments (spillways, waste
weirs, vertical walls, culverts and dive culverts are excluded
features).
Specifically, the scope includes all embankment material and
impairments along with turf, vegetation, armoring or paving
that's parallel to the embankment slopes and surfaces from
outside the toe of the outboard slope of the canal or feeder to
the toe of the inboard embankment slope. It includes water
recording and management features used in regulation of water
levels in the canal and feeders, and geotechnical
instrumentation devices. It also includes design and
implementation of certain alternative solutions to vegetation
removal, as well as amenities such as supplemental compatible
vegetation.
The project is located in the counties of Albany, Cayuga, Erie,
Herkimer, Madison, Monroe, Montgomery, Niagara, Oneida,
Onondaga, Ontario, Orleans, Oswego, Rensselaer, Saratoga,
Schenectady, Seneca, Warren, Washington and Wayne, New York.

Project Description:
The applicant proposes to repair the embankment and stabilize a
trail section of the Erie Canal Trail, approximately 2,200 feet
west of Thomas Rd. The proposed repair incorporates the
placement of medium weight stone fill on top of Type-1 stone
bedding material. The stone fill will be keyed-in at the toe of
slope to prevent future slippage. A total of 38.8 cubic yards
of material over 622 square feet will be placed in NYS
Freshwater Wetland OR-25. A total of 705 cubic yards of fill
over 8,930 square feet will be placed in the Regulated 100-foot
Adjacent Area of NYS Freshwater Wetland OR-25.

Oneida County - The New York State Canal Corporation, as lead
agency, has determined that the proposed Vegetation Removal from
Upland Disposal Site 4-40 will not have a significant adverse
environmental impact. The action involves the vegetation
removal.
So what's different NOW than before, when the Earthen Embankment
Integrity Program cleared & stabilized 28 miles of embankments
between 2018-2021 in Orleans & Monroe County?
The only thing different, at least from what the ECNA can
determine...
Nobody else, no other County or Town in NYS looked at this Erie
Canal vegetation removal & embankment/trail repair work as a
"existential threat" to those who use the Canal System.
ONLY the Town of Perinton, in Monroe County, felt "proud" to
stand up against this public safety program.
They were joined by a handful of Facebook people who also denied
this work was for public safety, they were in the Town of
Murray, Orleans County, around Holley, NY.
So lesson learned, hopefully for the NYSCC... keep your head
down, stay on course with your EEIP efforts, and leave Monroe
County to the very END of the program.
Hopefully by then, those who still think protesting public
safety work in the the "name of the environment", will have
figured out how stupid that idea sounds... to anyone.

It's OFFICIAL folks, the NYC Canal Corporation Program to
Identify & Repair Earthen Embankments is alive & well once again
in 2024. More repairs being made to the unsafe, aging canal
structure in Royalton, once again. It appears to be in the same
area noted by the Canal Authority as a "problem" back in 2018,
and 2020.
The work notice came up on the NYS Canal Trail Project webpage,
hopefully this doesn't bring out more of those "save the tree"
denialist from Facebook, saying something stupid like "there's
nothing wrong with the Erie Canal, it's fear-mongering".

The ONLY thing that Erie Canal neighbors & communities should
fear is a group of people who have done nothing but minimalize
the public safety issues in New York State caused by a 200 year
old waterway.

And yet another NYS Canal Corporation announcement of EMBANKMENT
REPAIRS in the Village of Spencerport, this one is for adding
NEW filter blankets to the earthen dams along the Empire Trail
on the north side of the waterway. The trail will be
intermittently closed while dam repairs are underway, next week.

So what's the purpose of a Filter Blanket on an earthen dam,
like those along the Erie Canal?
That's simple, to stabilize weak & unsafe seepage conditions
along the earthen structure, here's an explanation from experts
in this area:
The occurrence of cracks in earthen dams, due to hydraulic
fracturing or differential settlement, can have serious
consequences and might even lead to its collapse. Soil filters
and drainage blankets are necessarily provided in earthen dams
for safeguarding the stability of the dam against
seepage-induced flow through the dam body

So much for that Fairport "social media theory" that "nothing is
wrong with the Erie Canal... nothing could be further from the
truth.
I'm quite sure that NY State is not spending millions of dollars
to repair this section of earthen dam in Spencerport on a whim,
or for any other reason than protecting public safety, and the
integrity of New York States oldest & most important historical
asset, regardless of what some on Facebook might be claiming.
The Canal Corporation Project Website is getting busy these
days, with three working repairs noted TODAY alone, all centered
on Earthen Embankment Integrity Program work. And the list of
operational issues plaguing the NYS Canal System these days is
getting quite long as you can see by the image below, from their
Canal Notice Webpage. Take a look at the list of Canal Issues,
from inoperable locks & lift bridges to lower water levels
(again) and floating debris (again).
The list of Canal Issues will grow even longer as the season
continues, does anyone still want to say there's nothing wrong
with the NYS canal system?

It appears that a half mile REPAIR of the Erie Canal Embankment
in Royalton has not been enough to stop the persistent seepage
issues there.
The NYS Canal Authority has just announced the need to extend
the slurry-bentonite cutoff wall by 4000', that's about 3/4 mile
longer than first announced.
For those who claim on social media that repairs to Erie Canal
Embankments is part of a "safety fear-mongering" by New York
State, this should be a wake-up call to how wrong that idea &
those statements are. The Canal System is broken, and has become
a safety issue that WILL cost NY State many millions of dollars
to repair.
There is NO option but to fix it now, before NYS becomes the
site of next flood tragedy making the National News circuit.
Here's the main headline:
The New York Power Authority (NYPA) and New York State Canal
Corporation today announced that a construction project to
address persistent seepage along the Erie Canal’s earthen
embankment in the Town of Royalton, Niagara County has been
extended. During the Fall of 2023, the Canal Corporation and its
contractors installed a soil-bentonite slurry wall along a
one-half mile stretch of the earthen embankment underneath the
centerline of the Erie Canalway Trail between Wruck Road and
Peet Street.
Funding to extend the project by 4,000 feet was included in the
FY 2025 Enacted Budget. The budget allocated $50 million to the
Canal Corporation for high-priority infrastructure needs
including the rehabilitation of water-impounding structures that
have been in service for more than a century.
“I applaud Governor Hochul and the State Legislature for
prioritizing funding in this year’s budget for critical canal
infrastructure,” said New York Power Authority President and CEO
Justin E. Driscoll. “While NYPA continues to strategically
invest in the 524-mile New York State Canal system, this funding
from the State is an important step to ensure the canal’s
longevity and to safeguard many of the communities located along
the canal.”

For those who are still in "embankment denial" this should be a
wake-up call. The Canal Corporation Earthen Embankment
Integrity Program is alive and well, fixing earthen embankments
across the State, saving Erie Canal communities and neighbors
from potential dam breaches and devastating floods.

Once again, this shows that the small part of the public still
in "dam denial" can't stop public safety work, no matter how
much they whine or complain on Social Media. It's sad that some
of the public just "doesn't get it" after years of embankment
safety work by NY State, but ignorance & denial will never be
the right "tools" to use to stop public safety efforts to make
this National Treasure safe, and sustainable.

Pass this message along to anyone in Perinton or Fairport NY,
who is still supporting the Stop the Canal Clear-cut movement...
and tell them that leaving trees on earthen dams is a danger to
every community along the Canal System, especially if those
trees are hiding major Erie Canal safety issues like this one in
Royalton.

Here's a very good video explaining the massive Canal
Corporation project to repair a failing earthen embankment in
the western section of the Erie Canal System. This repair has
taken nearly the entire 2024 navigation season, and has had the
Empire State Trail detoured while construction took place.
