       ETIP - Is it a new acronym we will see soon from the New York
       State Canal Corporation?
       ETIP = Empire Trail Integrity Program - The work involved
       keeping the ECT operational, safe and sustainable for NYS Canal
       System Users.

       If you read the notice from Facebook, from the NYS Canal
       Corporation it appears that while this work is NOT part of their
       Earthen Embankment Integrity Program (EEIP), it sure is a "close
       cousin". That EEIP work is centered around the REMOVAL of all
       invasive vegetation from the inner and outer embankment slopes
       of the Canal Waterway, and this NEW work is not removal... it's
       "trimming" or that's what stated.
       How much trimming this ETIP program will perform is yet to be
       seen...but it could be that this is the 'precursor' needed for
       future work along the Canal Corridor that lays the foundation
       for those Embankment Integrity efforts.
       Just how high, or how far back should unsafe trees be trimmed,
       along an active NYS Public Trail?
       I would guess far enough away so that NO LIMBS can fall on a
       Trail User, and the tree limbs should be cut HIGH enough so they
       DO NOT POSE a danger to the integrity of the trail, trail users
       or the embankment they are growing from... wouldn't that make
       sense?
       And in some cases a 'danger tree' should be removed, for public
       safety,  and safety of NYPA employees.

       I have a feeling that some people in Perinton, Pittsford &
       Fairport will be "up in arms" about this and a group of Facebook
       "warriors" will be blasting the Canal Corporation and NYPA for
       yet another "big conspiracy" on a certain Facebook Page.
       Anyone want to disagree with that last statement?

       As expected, this Facebook group is a predictable as death &
       taxes, and once again it's that member "Karen" who's up in
       arms... her husband's favorite raspberry bush is gone.

       They could have looked at the Canal Corporation FB page, to get
       this information, instead they chose to pester Bill Smith, who's
       still saying the EEIP program is "stopped"... lol
       Let's call that "wishful thinking" Bill, the SEQR came back, the
       NYSCC has proven their case and NYS DEC agrees, dangerous Dams
       need trees removed... PERIOD!
       And yes... the call has gone out... Tree Huggers Unite
       I hope these people know that each tree they decide to hug may
       just cost them $100 in fines, according to the NYS Canal Law.
       It's unlawful to leave the TRAIL!

       Folks. Karen Anvelt lives in what I consider to be a very
       dangerous situation, right under the dam, where a culvert flows
       UNDER the canal. I saw this culvert in full flow as it raged
       past her house. The dam is extremely steep and has huge trees
       growing on it. I'd be scared silly living there, but I guess if
       common sense is a little lacking, one could simply ignore the
       danger.

       Mike...you said Common Sense is a little lacking? A little???
       Any sense is lacking from most members in this Facebook group;
       common, logical, or any other type. Half the group starts the
       conspiracy theories, the other half swallows it all, hook, line
       & sinker.
       If you look up the word 'senseless' in the dictionary it says -
       SEE: Stop the Canal Clear-cut".
       I'm sure that we haven't heard the end of the NYPA Tree Trimming
       issue. The group hasn't used the words; destruction,
       devastation, and horrible yet.
       That's always the way the STCC group describes what most people
       understand to be simply routine tree maintenance.
       And the group's "Karen" still hasn't whined nearly enough about
       "her husband's" raspberry bush that happens to be growing on a
       NYS-owned Embankment Dam.
       And an unsafe dam at that... Go Figure.

       Favorite 'raspberry bush' cut down? Where have I heard THAT
       before?  Ummmm!
       Oh! Yes, none other than Eerie Agte back in the day when we just
       had a permit from the CC to clean up the Oxbow. She moaned that
       her favorite raspberry bush had been cut down.
       We mowed the weed down, and boy did they **** and moan about it.
       the Calias, LJ Fisher & partner Ms Oren, and of course, Eerie
       Lizzie and her partner Harvey Gross.  The called themselves The
       Oxbow Forum or some such. Did they ever go on about it.
       Thankfully, the CC didn't take too much notice, but the monster
       was born here.

       Bill Smith", and all other communities east of Rochester,
       sometime in November of last year.
       Re: Earthen Embankment Integrity Program (EEIP)
       Notice of Release of Final Generic Environmental Impact
       Statement (FGEIS) and Final Embankment Guide Book (Guide Book)
       The New York State Canal Corporation (NYSCC), as Lead Agency,
       has completed the Final Generic Environmental Impact Statement
       document for the proposed Barge Canal Earthen Embankment
       Integrity Program. This notice is issued pursuant to Part 617 of
       the implementing regulations pertaining to Article 8 (State
       Environmental Review Act) of the Environmental Conservation Law.
       The NYSCC is also releasing a Final Embankment Maintenance Guide
       Book, which is its primary governance document for
       implementation of the EEIP. The FGEIS and Final Guide Book
       documents, including redline versions illustrating changes from
       the draft documents and responses to comments, are available for
       download on November 30, 2022, at

       The purpose of the EEIP is to implement a documented
       comprehensive Canal System embankment inspection and maintenance
       program to restore, maintain, and manage the integrity of
       embankments within the Canal System. Specifically, the scope
       includes all embankment material and impairments, along with
       turf, vegetation, armoring or paving that is parallel to the
       embankment slopes and surfaces from outside the toe of the
       outboard slope of the canal or feeder to the toe of the inboard
       embankment slope. It includes water recording and management
       features used in regulation of water levels in the canal and
       feeders, and geotechnical instrumentation devices. It also
       includes design and implementation of certain alternative
       solutions to vegetation removal, as well as amenities such as
       supplemental compatible vegetation.
       The Generic EIS provided analyses regarding the potential for
       impact from EEIP activities on Land, Geologic Features and
       National Natural Landmarks, Surface Waters and Wetlands,
       Groundwater, Floodplains, Ecology (Plants and Animals),
       Agricultural Resources, Aesthetic Resources, Historic and
       Archaeological Resources, Open Space and Recreational Resources,
       Transportation Resources, Noise, Odor, Light, Human Heath,
       Community Plans, and Community Character. Potential significant
       impacts were identified, and avoidance, minimization and
       mitigation of these impacts were presented for those impacts.
       Individual EEIP segments would be screened, and those that would
       cause significant environmental impacts would be mitigated. Any
       individual EEIP segments that could not be mitigated would
       require a supplemental SEQR review or a separate SEQR review.

       It will be very hard for any of the civic leaders to cry
       "ignorance" of the Erie Canal System's public safety issues
       going forward.
       Warnings have been made in the SEQR Impact Statement, regarding
       the unsafe earthen canal embankments. The general public and
       local communities can continue to ignore the information and
       warnings, but they do so at their own risk, NYS has been very
       clear, and can't be held accountable for the stupidity of the
       public, or those who say they are "working in the public’s best
       interest.
