       When you look at that website Mike posted, and see what caused
       many Embankment Dams to breach.
       The overwhelming majority are for what is known as
       "overtopping", a condition where the pool of water being held
       back by the dam, rises and flows over the Dam Crest. That causes
       erosion, and that soil erosion starts the breach from top
       downward cutting through the outboard slope of the
       embankment/dam.
       But what about the "other causes" listed in that Dam Failure
       Analysis Report?
       There were PLENTY of embankment dams that failed, and flooded
       their communities because of LEAKS, PIPING and ANIMAL BURROWS
       which were ultimately determined to be the root cause of the
       embankment failures, there's a few listed below from that Report

       And here's another whole page of Dam Failures that were NOT
       caused by rising water behind the earthen impoundment, but were
       instead caused by water seeping through the earthen soil, or
       oversaturating the embankment, or being compromised by burrowing
       animals.

       Even New York State Department of Environmental Conservation
       says that LEAKING DAMS are a concern that needs to be corrected
       and monitored for the SAFETY of the public. They have dedicated
       a whole section of their website to Dams and Dam Safety.

       It should be pretty clear to most people, even those with
       limited dam knowledge, that leaking water impoundments, also
       called EMBANKMENTS, are probably a "bad thing" to have in your
       community. Say it.. Leaking Dams are Bad!
       It truly sounds like a "common sense" statement meant to warn
       the public of a ever-present danger on the NYS Canal System.

       It should be pretty clear to most people, even those with
       limited dam knowledge, that leaking water impoundments, also
       called EMBANKMENTS, are probably a "bad thing" to have in your
       community.
       Say it.. Leaking Dams are Bad!
       It truly sounds like a "common sense" statement meant to warn
       the public of a ever-present danger on the NYS Canal System.
       So can anyone explain why a local Facebook Group still refuses
       to BELIEVE what the Canal Corporation is saying about hazardous,
       unsafe leaking earthen embankments that makeup 100 miles of the
       Erie Canal?
       Here's a local news article discussing the leaking embankments
       along the Erie Canal, and what a leader of that social media
       group said then about the issue of leaking canal embankments
       endangering NYS Canal Communities

       And most recently the Canal Corporation has let several Monroe
       County government leaders know, IN WRITING, that they intend to
       FIX the issues with their leaking Erie Canal embankments, for
       the safety of canal neighbors and communities who are within the
       Flood Zones of their unsafe earthen embankments.
       The letter to the Brighton Town government is included below,
       along with the reply by Ms. Elizabeth Agte on her Facebook Page,
       who still sees fit to denounce the Canal Clearing as more "blah,
       blah, blah", and she STILL CLAIMS there are "no good reasons
       presented for the removal of trees"

       It's almost absurd to think Ms. Agte can't understand the DANGER
       she is proposing to keep her community and her neighbors in, by
       her continued REFUSAL to accept what the OWNERS of the NYS Canal
       System are saying about their OWN property, and how that
       property has become UNSAFE to the public using it, and living
       near it.
       Who does Ms. Agte think she is fooling with her denial of the
       truth?
       The only ones being "taken in" by this load of crap, are the
       ones who joined her group on Facebook in the first place.
       Just for the record, speaking on behalf of the hundreds of
       homeowners who live adjacent to one of these 100 year old,
       leaking, earthen embankments, and the thousands of residents who
       live in communities that could be devastated by a embankment
       breach described in this Forum Post...
       It will be a cold day in Hell before we let someone like
       Elizabeth Agte, who "visits" the Canal Property for her daily
       "constitutional walk", decide what is safe or not safe for all
       of the Erie Canal Neighbors living below these unsafe earthen
       Canal embankments.
       Canal walkers who seem to consider themselves "stakeholders" in
       Erie Canal embankment safety, are not really stakeholders. The
       day the canal embankment breach happens, they can go find other
       places to walk and whine about why they can't use their "normal"
       trail.
       REAL STAKEHOLDERS will be trying to pickup the pieces of their
       shattered lives and flooded properties, or maybe they already
       died trying...
       Ms. Agte, your [i]"humble opinion" and the whims & inklings of
       your Stop the Canal Clear-cut group members, [b]will NOT decide
       the safety of our Erie Canal communities.
       Those community neighbors, that you have turned your back on
       with your desire to keep the "status quo & shade" are not going
       to let you do that... we have too much at stake to let a
       "part-time" visitor to Canal Property decide their fate or
       future.
       Ms. Agte, you and your Facebook Group WILL NOT DECIDE when our
       lives, our families, and our properties are at risk of being
       lost in a breach of a canal embankment.
       We do NOT value your "humble opinions" about Erie Canal public
       safety... because you only are in DENIAL about it![/i][/b]

       When will enough be enough for these eastern Monroe County canal
       villages and towns? When will the public WAKEUP to the "danger
       from within" like a Facebook Group being run by an
       incompetent.... well I'll stop here. Some things are better left

       Hmmm, That is an interesting choice of words to use to describe
       a person who can't seem to "grasp common sense".
       Especially coming from Mr. Caswell, an Englishman with a long
       family history in both Great Britain and the United States.
       He had quite a selection of words he could have used.
       I didn't want to say it myself. And I wasn't going to use such a
       "friendly term" to describe someone, who is actively leading a
       social media group, in a campaign to stop a NYS Program
       dedicated to RESTORING SAFETY on one of NYS greatest assets, the
       Erie Canal System.
       But Mike has hit the nail on the head, once again... according
       to a web article on the 9 Greatest British Insults
       Anyone doing something like ignoring the danger of "High-Hazard"
       dams in their community, would have to be "Not Of Their Right
       Mind".
       Read the Article below and see for yourself... Mr. Caswell
       picked the PERFECT word to use here... "not mentally sound"

       In addition, anyone who would follow such a group, and think
       opinions matter more than science & facts about Dam Safety,
       would also be classified as a "Nincompoop" in most people's
       opinions. Anyone fighting to STOP Erie Canal Embankment Safety
       efforts would have to be considered "not of a right mind".
       Perhaps today's word for this behavior is: Imbecile? Ignorant?
       Infantile?
       I guess Nincompoop works just fine...
