Are Fairport Village sidewalks a potential Hazard?

These rubber/plastic mats aren't very well installed, nor are
they well maintained.
Firstly, they've been held in place with a few screws, and then
actually caulked around the edges. The caulking, unsurprisingly,
has mostly popped out, the screws haven't kept the mat down, so
the traffic has ripped it up. This example in the photo here is
not an isolated case. The entire project has to be considered a
trip hazard for sighted as well as the blind. The entire idea
should be scrapped, until a better way of securing the mats
could be found.
Perhaps rebating the mat into a recessed area, so the edges
weren't exposed would help?

An update on the deterioration of these sidewalk pads.
I took these photos on my dog walk along some of Erie Crescent
this morning.

These pads are a disaster waiting to happen. Someone (likely not
blind) is going to trip on these things. I'd suggest they were
removed as soon as possible. There must be a better alternative
to this.

After sending an email with photos to The Fairport Village
staff, I received (almost immediately) a response from Mayor
Domaratz.
Hi Mr. Caswell,
Thank you forwarding the link from the blog and the pictures of
the ADA compliant mats. Any questions about the sidewalks would
go to the DPW. The mats cannot be replaced or fixed until we get
out of the winter months. My first guess would be that as
sidewalk plows try to keep the sidewalks clear, the mats get
lifted as well.
The DPW will look into it.

On checking about these pads, I discovered they run some $150
each plus the labor, which is a serious amount of taxpayers
money to have to be replaced every 2-3 years.

While this might be ok in southern climates, it is going to fail
in New York. Firstly, there is not enough overall surface area
being bonded. Then they are using a caulk ( single pack
adhesive.Trying to bond two different materials together with
different coefficients of expansion is a recipe for failure. ie
- on hot days the plastic mat is supple, on cold days its
brittle. A caulk around the edge is not going to stop water and
ice from getting under the mat, and consequently the mat will be
pushed away from the concrete.
Those screws are really a joke, and the heads will be pulled
through the mat by the ice build up.
Our sidewalk plow will do a number on the slightest raising of
these pads.
There has to be a better way.

Here is the response from Mr Feeley DPW Fairport.
Good Afternoon Mr. Caswell,
Thank you for reaching out to us regarding the condition of the
detectable warning in your neighborhood. The detectable
warnings are required in order to be eligible for reimbursement
of capital road projects by both New York State and the Federal
Government, of which the majority of our funding for this type
of work is come from. While I am in agreement with you on the
longevity of these, at the time they were installed they were
the best option available outside of the cast iron detectable
warnings that are imbedded in new concrete ramps. Since 2020 we
have started rebuilding ADA ramps with new concrete and the cast
iron detectable warnings. You can see examples of these on West
Church St., James St., and Potter Pl. Although this is quite
expensive on a per ramp basis this is the best long term
solution. We have tried multiple types of detectable warnings,
including the ones in your neighborhood, special epoxies, and
thermoplastic, unfortunately none of them have survived the
rigors of our winters. Once things thaw out we will assess the
condition of the detectable warnings and make the required
improvements as needed. If you have any questions please feel
