I found a solution to Fps lag.

Today I was on Arccy's account and noticed that my frames per
second were way too high( 50-60). although she was in low
quality, when I went to my account and switched to low, I was
still in the 40-50's(some times in 60's). When I checked her
Graphic settings again, I noticed that her Vertical
Synchronization was off and mine was on. when I turned it off my
fps literally Flew up into the 60's. And now my computer can
handle High quality with no problem. If you check your Settings
and you see Vertical Synchronization on, turn it off. It should
dramatically increase your fps. -Side note. what does Vertical
synchronization do? If you know, please reply to this post.

:D guess is my turn 2 answer that.:
A monitor has to constantly light up the specs on the screen
many times per second (FPS) to maintain an image, and can only
do this a certain number of times per second. (based on how fast
the electron gun in the monitor can move, in other words, the
quality of the monitor matters.)
Each time it has to redraw the entire screen again.it moves the
electron gun inside the monitor from the bottom of the screen to
point to the top left of the screen, ready to 'repaint' all the
lines on the screen from top left to bottom right, and back
again for the next refresh. (So the image starts from scratch
each time it refreshes per Frame)
The period during which the electron gun moves to the top of the
screen for a new refresh is called the Vertical Blanking
Interval (VBI).
if you activate Vertical Synchronization, it tells your graphics
card to synchronize its actions with your monitor. That means
the graphics card is only allowed to swap its frame buffer and
send a new frame to the monitor when the monitor says it is
ready to repaint a new screen rather then per every FPS.however
when Vertical Synchronization is disabled, you can experience a
phenomenon called Tearing in periods when your graphics card and
monitor go out of sync, precisely because the graphics card and
monitor are acting without regard for each other's limitations.
When Tearing:
Whenever your FPS exceeds the refresh rate (Witch CAN'T HAPPEN
IN S4 LEAGUE cuz of the 60FPS max but might happen in other
games CAREFULL!!!), the graphics card produces more frames in
the frame buffer than the monitor can actually display at any
one time.
The end result? when the monitor goes to get a new frame from
the primary buffer of the graphics card during VBI, The onscreen
image may appear to be slightly out of alignment or 'torn' in
parts whenever there is any movement all because the monitor and
graphic card aren't in synch...
Well I hope this explained what u needed 2 know. I'll remind
that Tearing isn't as bad as u think, is just frustrating. no
Hardware damadge is given upon Tearing, so if it happens, you
can just adjust the Vertical Synch again.
but if you are only playing S4 League, the fact that the game's
Max FPS is 60 SHOULD (if anything) help your graphic card have
no problem even without vertical Synch.... is just bad if ur
trying a new game and u have it off.. xDD and forget what I just
explained.

Just update your Computer to a bad ass PC, or get a bad ass pc.
thats what i do anyways

yeah, that would be the best way, but Some of us don't have the
money, and alien ware are getting more expensive this days T_T

who said i had money?thx to a friend of my mother's not only did
he asked for repairing my pc but also upgrading it.i really
thank that guy and he is a really good friend of mine also.
