Alright then make here admin with new account or have her use
opera or Chrome, I really cannot think of anything else that
could be causing it. The standard IE cannot connect or IE cannot
display this page comes up when you try to browse right?

Well she really wants to use Internet Explorer and when she
tries to load it, its just blank white(IE9)

alot of people seem to be having this problem and not just with
ie9. that link i put up was a supposed "fix".and as for being
admin theres really no need to be one unless your installing
alot of progs and/or messing with system stuff. i have found
that being admin all the time is just a fancy way of saying
"infect me" unless you know what your doing and where your
going.

Not so fast, Windows vista implemented a verify thing where if a
program needs to do something special(idk) then it needs admin
privileges and the user has to click ok
