       FACTS:
       -135 million dollar cut, 41% of budge - Johnsen
       DOWNSIZING PLAN:
       -No more hires
       -No more travel
       -Remove unnecessary contracts/vendors
       PRO CUT:
       There are programs that can be cut without causing too much
       impact
       They should focus on their most successful programs
       A subsequent increase in PFD ($183 if all $135M was evenly
       distributed across the entire population) could spark the
       economy
       PRO VETO:
       Pulls federal money into the state (e.g. via research)
       University outputs become inputs to other markets in the economy
       UA system does not have accommodations for such a large amount
       -”We were estimating a $30 million cut, a $40 million cut, a $50
       million cut, and a $60 million cut,” Johnsen said
