Character Layout

Okay, so I say we work with a two leveled system: One group for
a Character's ability, and a second for its talents.
For example, passive non-combat abilities would be unlocked with
the ability level, which would be a general level for the
character. The general abilities would unlock useful non-combat
skills, and maybe talents. Let's use Flight as an example:
Skill: Flight - Allows your character to travel through the air
regardless of the effects of a planet's gravity.
Requirements (Character Lv.15 AND Tier 2 Physical,
Magic, or Tech)
Cost = 2 Skill Pts.
There could be a set number of skill points given per level, or
even just given at the end of RP's. This could also be used to
learn to handle weapons, health, and even transformations. Plus,
there could be specialized Skills for each race, such as Namek
and Majin's regeneration abilities, maybe even absorptions.
The other side of the spectrum would be talent levels. These
would be the individual talents for Physical, Tech, and Magic
abilities. Each of these would be miniature, specialized
versions with different abilities unlocked for the construction
of techniques. These could then be combined into techniques,
with a maximum level unlocked by Talent Points. Take a magic
Talent for example:
Talent: Fire I - The user is able to channel their ki to make
parts of their body or a nearby object heat up to burning heat.
Requirements (Character Lv.1 AND Magic Tier 1)
Cost = 1 Talent Pt
Then I guess there could be a kind of weight attached to the
Talent, so that the max tier of Magic limits the amount that can
be placed in a single technique.
So yeah, I just thought this would be a good infrastructure to
start with.

Passive and active.... simple but lovely. And I think points
should be rewarded at a Mod's discretion.... And race specific
skills are pretty much necessary, absorption(depending on the
type) would probably be restricted to Storyline purposes only

So, at the end of an RP a Mod would reward you with Character
Lv. on general performance and Talent Points depending on that
particular use of their abilities. I'm thinking I'd rather
Talent points be general, but they may have to be specified if
required for balancing.

No, they should be general, but For example, if you want certain
tech you have to have certain ones to unlock that that tech

... hmm... we should probably avoid referring to both Techniques
and Technology by their shortened forms.
Should Skill points be rewarded too? Or should they be given by
a set amount per level? I'm partial to the latter, as it makes
things simpler.

Regarding flight, that could be a basic ability for those
ki-gifted, like Androids, Majin, Saiyans, Frieza... I mean not
that they already know it, but that they can learn it faster.
Also, every race has abilities it can or cannot learn. For
example, techy abilities cannot be used by brute-force powered
Saiyans, orthodox Majins or Demons, or native Nameks, but by
humans, Tuffles, Frieza (some, also because they aren't that
techy anyway) and of course, Androids. Or, moon blocking
abilities, for example, can only not be leant by Saiyans.

Yeah, I was thinking of a Specialization system. Like Saiyans
are a Pure Physical Race, Androids are a Pure Tech Race, Humans
are a General Race, and so on.
