Yeah, I guess, but what about races like the Truffles? Their
claim to fame is their proficiency to technology. Also Weapons
by itself are to small in the context of DBZ to be given their
own classification... maybe Equipment, or something?

Well, Power Level is just the overall threat of an individual.
Like a human is 5, and a farmer with a shotgun is 7.
