Yeah, Planets seem like the best bet. Maybe sub-forums for more
populated planets separating them into areas.

Oh, and the history starts 5 years before Goku is born, and the
events of frieza/bardock never happened

How about with just a completely original alternate timeline?
That way it's nice and smooth plotwise.

I would, but I've learned from experience that having Canon
things attract people.
The Only difference I have for now, is Frieza never destroyed
Planet Vegeta, but goku was still sent. Since Vegeta and the
rest of the saiyans hadn't trained as hard as they would've,
Goku's Power level was relatively high in comparison to the
Raditz(who wasn't sent).
I'll write the whole thing later, but trust me. It'll help me
balance saiyan power levels with the rest of the races

What about Kid Buus rampage that killed most of the Kais? Or can
we ignore that?

No, That happened. If you go back too far it starts messing too
much stuff up... But to list an effects tree
-Frieza never destroyed the saiyan's
↓
-The Saiyans never had to truly train their skills for a fight
↓
Saiyan's Appear
-20 years later, 2 warriors from the Saiyan race are sent to
earth to check up on Goku.
-As a result of the past, these guys, at 300-400 PL are weaker
than the canon Raditz, giving Goku, Piccolo, and even Yamcha a
fair fight
-These warriors show earth that it is weak compared to other
planets, and as such earthlings begin to train in the art of Ki
under the Z-Warriors (who were never named)
↓
3 years later
-The Ki training taken up by earthling's has paid off, Average
Earth PL is 50-200, Advanced Fighters PL 225-500.
-At This point Z-Fighters are a little Weaker than Canon

And I assume we can just have Buu never go mental and create the
Majin race much earlier than canon? Should they live on Earth or
have their own planet?
