       A man of extreme power and wealth, no one here knows exactly
       what he does for a living, except they know that people who
       offend him suffer punishments. DC 15 persuade: Mr. Rooshi knows
       that le monsieur has been in Halshan for as long as he can
       remember... and that is a long time. People call him "the Drake
       Fang" because of the huge canine tooth he uses as a weapon. He
       speaks with a Cormyr accent (French) and dresses like a dandy.
       Mr. Rooshi first met Le M. when he was involved in uncovering
       the last Judge's conspiracy to take Lizardfolk areas by Easement
       and expropriation and selling it to more civilized humanoids.
       Mr. Rooshi is not sure what he does now. His vessel is "The
       Haunt" and rarely is seen in dock in Halshan Myrat.
