       Cops /tk command

       I would suggest that the /tk command should be able to be used
       from within vehicles as when you are chasing someone who is
       running away in a car you can drive next to them and ticket them
       otherwise you just have to follow them for ages untill they blow
       up their car at which points they just get out and open fire on
       you

       You are allowed to shoot him if he is running in a vehicle. But
       you can't shoot at him if he is on foot .
       And Monnoo same thing with red players you can't kill red
       players on foot just /arrest them. Killing them has no point
       because he have to pay medical fees..........

       Except for when he's driving away, in both cases you can shoot
       him.
