       PD Commands

       Okay, so I've thought this through and came up with some ideas.
       Obviously, Clay's suggested /spikestrip.
       /cuff [id] | Can be used out of vehicles and will put the player
       into /cover mode. | Can only be done if they are in /handsup or
       tazered.
       /detain [id] [seat] | Can be used to place a player inside of a
       car.
       /carlock [id] | Will display **X_X has locked the car doors so
       B_B can not get out.
       /drag [id] | Will drag the player. | Not only for PD but can
       only be done if they are in /handsup or /cuff'ed.

       I've seen similar commands on other servers, and am not a fan of
       them. People can do those things on their own and receive admin
       punishment if they decide not to. The car cuffing is all I see
       necessary.
