Civilian Services etc...

So that the server isn't purely gangs, cops and EMS; I am
suggesting some civilian based services. Some of these could be:
SAN News, CWT (City Wide Taxi), and afew others.
SAN News:
SAN News will drive or fly around in either the van or heli and
will have access to /broadcast and /weather.
/broadcast will allow them to broadcast the daily news, from
shootouts to stories.
/weather will allow them to see the upcoming weather so that
they can broadcast about weather.
They will only be able to /broadcast when either in the vehicles
or when in their HQ. The same applies for /weather as they would
need specialist equipment to check the incoming weather.
CWT:
Pretty self explanatory. They are the taxi drivers of the
server, giving them an array of commands which are:
/taxiduty which allows them to recieve HQ messages.
/fare [price] This sets the price they charge per second.
/startfare [id] This starts the fare a the player. They must be
in a taxi.
/acceptcall This notifies the caller that a taxi is coming to
pick them up.

*SAN NEWS SUGGESTION*
The Editor (Faction leader) could assign each member a special
contract to report and make on their board.
The faction will be funded by the Government and the editor can
choose how much he pays for the Special Contract.
Apart from that, they can get seperate topics such as:
* Scenery *
Where they get paid for each picturesque picture that the Editor
uses.
To get a picture used, they send it to the Editor using an
Application Form.
The Editor then decides if any of the pictures included are
worth using. If so, they get paid the fixed amount per picture.

* News *
Exactly the same with the pictures, except the members of the
SAN use a different Application form to write news articles.
The News articles will be worth more, if they are used and the
payment will increase/lower depending on how good they are.

Instead of only using the one Taxi. Also, use the Cabbie. (Sick
of seeing servers only use the one taxi)

Update, SAN News members will have access to /sannewsd(uty)
This will give them a camera with the maximum amount of shots.
This will also make their name appear in a certain colour and
will allow them to use the commands.
A SAN News /lock would also be good to prevent all of their
vehicles being stolen.
