They should give the winning ticket to the woman from whom she
stole the credit card.

She got thisclose to the big money and had it ripped out of her
hands... Give her a moderate jail term and I'm good. That
feeling must SUCK!

Wow, I don't know about anywhere else, but here you can only use
cash to buy lotto tickets. Did she not think it would get traced
to her?

Cash or debit card here (not EFT). And credit is explicitly
forbidden.
I shared the skeleton of the story (woman buys winning lottery
ticket with stolen credit card) with the lottery ticket retailer
where I got mine this afternoon, and she asked a question about
the same point [member=121]Kiss_My_Axe[/member] brought up. She
asked if that meant the cardholder got the winnings.
