       article is a sign of weakness for any government. Article 3 is
       the most unparliamentary provision imaginable: it allows the
       government to force the approval of a bill without putting it to
       a vote. The opposition can oppose the move by voting a motion of
       no confidence under clause 2 of article 49. But article 49.3
       transfers all power to the Executive, which is no longer
       subordinated to Parliament's vote to pass laws.

       The use of this article has angered public opinion because the
       government lacked a majority in the chamber to approve the law
       and, given the sensitivity of the matter, constitutional experts
       considered that the chosen path constituted a form of "denial of
       democracy. " . A small centrist opposition group presented a
       multiparty motion of censure that was voted by all parliamentary
       groups, except Macron's and the majority of deputies from the
       Republicans party. Some Republican deputies broke ranks and
       voted with the other opposition parties, so the motion did not
       reach the necessary majority of 287 votes by a narrow margin: in
       the end, only nine votes were missing to censure the government
       and bring down the prime minister. . Emmanuel Macron's power now
       hangs by a thread.
