       SUMMARY - Quebec has been slow to make good on a promise to open
       15 clinics that specialize in the treatment of Lyme disease.
       Reasons include the complexities of diagnosing and treating Lyme
       disease along with having to prioritize the Covid-19 pandemic
       over other such concerns.
