       Floods / Flash Floods - USA - 2025 Events

       SUMMARY - Flash floods on July 3rd in the state of Texas has
       killed at least 20 people with more reported missing. At least
       25 centimeters (10 inches) of rain poured down overnight in
       central Kerr County, causing flash flooding of the Guadalupe
       River.
       NOTE - Flash flooding... Climate Change... How the state of
       Texas tends to vote... Must resist...

       I'm a flood victim and although our house is still intact , the
       impact of floods and even the aftermath of floods, and future
       flooding  is colossal and has a huge impact on the human
       condition.
       It's like being in a war ..a war against nature. Even if one
       survives the flood living with that trauma is tough and then it
       can happen again. I struggle with when people rebuilt culverts
       wrong and they make flooding worse and stuff like that.
       I had just a little buit of water in corners of house on the
       third.. check how close the culvert came to flooding over in my
       footage army corp of civil engineer failed to step up to play
       for me to address my post flooding rebuilding concerns...
       People rebuild wrong ..they don't know any better..then the
       experts who do know about proper construction and civil
       engineering  are overwhelmed and can't help everybody. so ya get
       a mudpie the next small flooding...
       There's something called backfill.. its proper sized rocks that
       allow water to flow next to the pipes ..that wasn't done here
       which is why you might note some hostility in my voice.
       Check out my day on July 3 2025 in Appalachian mountains .. that

       I wrote this to my friend the sheriff who usually helps by
       referring me to the right people..I also wrote this to my county
       and to the Us army corp of civil engineers because after
       flooding people need to be educated and rebuild things properly
       rather than improperly.
       Dear so and so,
       I understand you are limited in helping us with this matter but
       I wanna share anyway my experiences (No Need to reply)
       I bet this happens to a lot of people because people try to
       rebuild things but simply do it wrong... It looks like I have to
       pursue civil court because according to Army corp of civil
       engineer it is grandfathered in (which doesn't make sense to me
       because it is essentially functions as  a dam with drainage
       pipes
       Then I wrote an essay or a piece of journalism explaining to
       army corp of civil engineers why I think its important they
       educate the pub;ic more about rebuilding culverts after
       Hurricane Hellene so that the problems I face are less likely to
       happen... My neighbor Jo*dy E*ler either doesn't care or simply
       doesn't have the capacity to understand why the culvert is
       flooding and will continue to flood during heavy rains. He just
       piles on more giant rocks having no idea how water runs up about
       to enter his own garage past white shed. duh.
       Here's my essay for your leisure if these things interest you...
       To army corp of civil engineers (after they said my neighbor
       doesn't need a permit or anything),
       "Here's a reply you can take as you will..I realize you are
       limited in
       time as who you are able to help and what you are confined to
       share
       but as free thinker I'll take this opportunity to speak freely
       what I
       think and you you read it at leisure and decide for yourself if
       I am a
       fool or off track in my way of thinking insofar as the
       community's
       challenges go ... keep in mind I respect you and work and this
       is no
       comment on you personally and has no bearing on the integrity of
       the
       work and challenges you face Mitchel.. I simply want to talk
       freely
       about what I think the community 's challenges are in this reply
       ....
       Off the record, allow me to talk freely although it has no
       direct
       bearing on the work at hand. Think of this as an editorial for a
       newspaper column in regards to post Hurricane Helene relief and
       reconstruction.
       We are dealing with totally untrained people putting culverts
       in..
       That reality must not be overlooked. It takes a certain
       education and
       a  certain kind of engineering know how to construct something
       that
       involves the flow of water ..we are dealing with velocity ,
       forces
       of nature,  certain materials and it takes a certain
       understanding of
       dimension , geometry and physics to design and put these things
       in
       place. My grandfather was a civil engineer and designed bridges
       . One
       of the many bridges he helped design was the Arlington memorial
       bridge
       ..you have to go to school for that stuff..
       Anyway you got these guys: do gooders and doo it yourselfers
       that
       come in on a pretty sunny day when the water is low and throw
       stuff
       together in a matter of hours because they have all this
       machinery…
       They are landscapers, they do cosmetics ..they don’t understand
       the
       deeper knowledge  required for true culvert design, They are
       amateurs.
       This is why I think not requiring permits for culverts is big no
       no.. that’s gonna backfire because an improperly made object
       serves as
       weapon in the wrong hands… a building that collapses might as
       well
       have  been a bullet . You know ? an improperly designed bridge
       kills
       people..  a collapsed building is as bad as an airplane flying
       into
       it. We know Entire villages have  been flooded on purpose and
       that is
       terrorism..
       Let me get back to my point if no permits are required of people
       who
       install or modify culverts there will major repercussions
       because the
       permit process alone serves as training and education for a good
       percentage of these culvert installers. Without a permit process
       my
       neighbor  created a dam. When he arrives at his vacation home
       after a
       flood  He has no concept of reality.. He can’t understand why
       the
       rocks fell down his dam. He doesn't realize he’s flooding our
       property
       and his own . He probably thinks its clogging and wants to cut
       down
       more trees on our property and he’s angry. He doesn't read about
       culverts.. they don’t use levels ..they don’t use proper
       material
       He doesn’t understand  the difference between a dam and a proper
       culvert and its functions. They don’t know any better and those
       who do
       know better sit back overwhelmed I guess so they tell everybody
       to
       seek legal action.
       Okay think about 9/11 w..what if we allowed a bunch of amateurs
       or
       interior decorators  or people rebuild and put up structures
       that have
       no understanding or permit or even instructions to put up a sky
       scraper and then it falls.. we doing just that allowing
       community
       members who know nothing about waterway channels and nothing
       about
       back fill whatsoever construct free of instruction or even
       guidance
       after the hurricane.
       Anyway I see lots of good publicity for these agencies that walk
       around the creeks and river in their shorts cleaning trash and
       getting
       their names in the Watauga democrat but the first minute someone
       constructs something wrong and starts flooding the river they
       are gone…
       The biggest thing is the refusal to grasp certain principles of
       reality they don’t want to see such as what goes into building
       primitive yet highly effective dams.  If it is built of the same
       materials of a dam and serves and functions to dam the water,
       they
       refuse to see it for what it truly is ..its a dam and I
       shouldn’t have
       to prove that in a court of law while neighbor is flooding
       several
       properties out..it's pretty easy to see and document as Ive
       lived here
       for over 20 years and walked the creek with my dog every single
       days
       for twenty years straight. I guess it's where a culvert should
       be so
       people assume it is a culvert and are seeing an optical illusion
       but
       it is not I can assure you…  It's a dam… throw a few more stones
       on top
       and it has the exact same dimensions as the big commercial dams
       you
       come across. The whole creek bed from another area was used and
       long
       bedrock was placed along the sides of the drainage pipes raising
       the
       whole table of water … You aren’t allowed to allow dams in this
       waterway. The channel of water there is not natural whatsoever
       like
       the rest of the waterway before and after this dam.
       What your agency is dealing with is a whole bunch of people that
       know
       nothing about civil engineering. You need a program that at
       least
       provides pointers to those doing heavy construction and altering
       the
       waterways with mudpie creations… In my opinion you are going to
       have
       more work ahead for your agency to simply deal with the massive
       improper reconstruction done by amateurs. There needs to be
       something
       in place for those rushing out there reconstructing because bad
       reconstruction is worse than no construction at all when the
       designs
       fail or are not of the proper nature and material. Its not
       enough to
       refer people to attorneys in my opinion in response to faulty
       construction in the waterway. Totally ungoverned construction on
       waterways! Yikes! That leads to total Community strife and
       fighting
       because these aren’t civil engineers I live next to. They don’t
       know
       as much as you about this."

       My main stress and concern is here...I deal with stress by
       simply writing and recording events. I'm not going to take it
       out on my stupid neighbor ..I'm not going to take him to
       court..I'll take people who aren't doing their jobs to court ..
       I will continue to record my concerns and the events until the
       army corp of civil engineers gets off their butt to educate us
       ..
       Not sure this guy Mr El*ler is qualified and not only that I am
       not sure he has the capacity to understand. Here's a video
       that's quite ugly. I would think a typical neighbor would stop
       and consult somebody before proceeding with culvert simply out
       of respect for the situation..its as if I am dealing with an
       incompetent person who can't acknowledge everybody 's best
       interests here.. This before the flood while Mr. El*er was
       working.. He doesn't respect all parties involved ... all I
       wanted him to do was stop and consult professionals..it's a
       culvert and if done improperly will cause damage to us... This
       is what happens when people proceed to do things without permits
       or proper qualification..it causes conflict... This is my only
       encounter with Mr. E*ler in representing **** ***  estate and
       wellbeing. I need help with this guy ..he needs help from family
       , church, or third party other than me ...  nobody would trust a
       guy like this to do culvert work that could prove detrimental to
       homes along the water way footage of me asking Jo*dy to stop and
       get help with this project..... its called "BACKFILL" and this
       culvert doesn't have it and I need backup with this.. somebody
       needs to back me up on this...

       ..What gets me the most about all of this is all I gotta do is
       get two gutter sized models of a track.. fill one with gravel
       insert two pipes and fill the other with mud and pipes and take
       a pitcher of water to prove how water flows through the rocks
       and pipes to the other side to prove how this works.  I
       shouldn't have to go to court hire attorneys to show a judge
       anything... lol.. if a guy affiliated with the army corp of
       civil engineers doesn't have the maturity to teven talk about
       "backfill" then he's in the wrong line of work. people are
       playing dumb. I need to talk to that guys superior.

       I sympathize with your situation. I do not live in an area prone
       to flooding. My main concern are snowstorms, icy conditions and
       (thankfully uncommon) hurricanes. However, with climate change,
       anything is possible; That's the whole point of climate change.

       Thank you...I wasn't hit nearly as hard as those around me... to
       me it mirrors a lot of what I feel during the pandemic.. people
       are trying to rebuild.. but is the right thing!? will we just
       get hit again? and people can't really talk about that because
       half of them are rebuilding and full of hope and I'm thinking
       maybe don't rebuild but modify ..
       I'm different than most and I think "what if it happens again..
       Why wouldn't it!?
       so there's a lot of conflicts ...we can't tell each other how to
       feel... To me its traumatic just like the pandemic and then
       there's also probably a lot of inability for people to talk
       about it and denial because people try to be normal after that.
       Everybody reacts differently to it. For me already having some
       house problems its a little like getting bombed .. I can't sleep
       wondering if I need to mop if water starts creeping across one
       section of the floor and then will it just keep pouring ... We
       were pretty lucky but not everybody on my street fared as well
       as us (so far) To me all this coincided with virus outbreaks and
       so I have been shut off from connecting to my neighbor's or
       local society anyway .. I set up boundaries because of covid so
       we've kept isolated (I like my boundaries ..I mask and not many
       others do so I don't let visit)
       when Hurricane Helene hit maybe twenty vehicles/guests were on
       my street.. people that had been flooded staying with family I
       guess.. I'm a masker so it was scary the whole time I'm thinking
       covid is also going to skyrocket and while there weren't many
       direct records of people getting sick I found evidence later
       that indicated to me lots of North Carolinians have long covid
       and disability. So I am thinking they did get sick. Also certain
       people live off the grid when it come to wastewater tests ..
       there'a a lot rural areas and most people have own septic tanks
       so its hard to track rural people'a health.
       I don't get out much but when I do I bicycle..  it just seems
       like being a round a lot  construction.. lots of construction
       equipment parked here and there.. along near town and near
       campus university some places rebuilt others not ... to me they
       should leave what got hit hard and turn it into a green park
       area ... but that's just me ,,, its weird looking new businesses
       mixed in  here and there .. I weave in and out of traffic
       through town on bicycle and down sidewalks .. its like a mixed
       bag of old and new but full of constructions as well. Its always
       been congested with cars near town. I tell ya how it feels it
       feels like new businesses come in and try to take advantage and
       just sort of cram themselves onto wherever the destruction was
       so that to me it looks kind of weird and out of place to see
       some of the new construction  areas or businesses. To me people
       should modify those areas more humbly instead and keep whatever
       survived. Its like people are out to make money and I feel there
       is too much rebuilding rather than miodifying for the next
       flood...I'm sure others will disagree with me but that's how I
       feel and how it feels insofar as some of the rebuilding I see. I
       think a place should adapt and modify to accommodate the future
       of getting flooded again. Learn from it and go with it. Not just
       rebuild imprudently possibly even to the detriment of the
       buildings and area that survived the flooding path.
       I ve heard that lots of people get sick from their wells after a
       flooding and septic tanks get washed out too not too mention
       people aren't supposed to play in flooded water for many days
       because of waterborne diseases.. things damaged by water get
       nasty.. many people don't take extra precautions.
       ..I used to talk to everybody in the past I used to hang out
       with whoever came on my street ..I would just walk up and dawn
       the road and befriend each and every neighbor but not so in the
       past five years...again I'm only speculating and Ive isolated
       myself because of the scare of covid I fell out and lost my
       relationships with neighbor's for better or worse  and the fact
       I don't know the people like I used to on this street. That's
       just as well for me half the people I knew on my street are gone
       and I'm glad to not have to keep up social graces with the
       others on my street. To me its for the best because I like my
       privacy and I'm a masker.
       So that's sort of my experience even though Ive been isolated..
       I suspect people are really struggling even though a lot of
       rebuilding has been done its just a bunch of businesses by
       strangers to me.To me, on the whole people aren't handling
       pandemic and virus outbreaks properly and aren't being sensitive
       to the pandemic and I suspect it is the same with floods...
       Covid scares me for good reason and I don't sleep when its
       raining .. flood damage goes far beyond just the physical damage
       .. its traumatizing... witnessing a few floods is like seeing
       water just take over it blows your mind.. one is completely
       powerless around that water.. its heavy man!
       I don't see why it won't happen again and again while many other
       s probably want to pretend Hurricane Helene and the flooding it
       brought only happens ever few hundred years.. I probably should
       move.
