That's always the BBC America announcer voice. It's like a
reminder that you are watching a channel with British
programming because of the accent and yet it's got that dramatic
croaky thing going on because we need over dramatization to keep
us entertained.
The BBC America lineup is literally: News, 2 hours of DW, all
day 11-6 marathon of Top Gear, Star Trek, or Kitchen Nightmares,
2 more hours of DW, Random movie or new programming or 11 more
hours of Top Gear.
It's only got about 4 shows in rotation and cycles through
seasons really fast.

I've always just found the 'IN A WORLD WHERE blah blah' thing on
trailers really funny, especially for tv shows, and I remember
seeing it a lot on US tv but it's just not done here because I
don't think it wouldn't really fit with our style of
programming, so to see it done for something so traditionally
Brit-tv as DW it's amusing.
BBC America sounds a little like our BBC 3, though ours has a
whole load of Underage and Pregnant -type shows and Don't Tell
The Bride and things too.
