       That does pose a really interesting question that I hadn't even
       thought of before:
       What happens if the Capitol's showrunners go overboard and
       everyone dies? Like the post said, those mutts could have easily
       killed all three of them at the Cornucopia before the
       showrunners had the chance to call them off.

       I think that's pretty much answered if we look at Annie Cresta's
       games. She only won because the arena flooded and she didn't
       drown. It implies she didn't actually kill anyone and most of
       the deaths were a direct result of the tributes not knowing how
       to swim.
       edit: oh oh, wait misread your post. Yeah, I'd assume they swoop
       in and save the last person really quickly? Or when it looks
       like they're getting down to the last two they remove the mutts.
       Even with Katniss and the fire, the only purpose was to drive
       her to a different part of the arena.
