So if the Districts and the Capitol are supposed to be a future
United States...

Then what's up with the rest of the world?
Or have I got it wrong, and only the Capitol is in the US and
the Districts represent colonies all over the world? But no that
wouldn't work because they get a train to them all.
Is this explained in the next two books or has Suzanne Collins
explained about the world in any more detail?

Actually, no, it's not explained. The Capitol is in Denver
(never said outright, but you can infer). District 12 is in the
Appalachians and District 13 is in New England. District 8 is
really big and I'm guessing it's in the southern quarter of the
U.S. I've read that District 4 probably borders an ocean or the
sea or the Gulf of Mexico (they're fishermen who can swim).
District 5 I think might be kind of in the southwest; I read a
thing that suggests that they make use of the Grand Canyon for
power. Districts 1, 2 and 3 are probably also in the Rockies,
because they're so close to the Capitol. I think I read that
Districts 6 is kind of in the west (not like Oregon, but like
Utah, Idaho, Nevada, southern California, etc.). District 7,
which does lumber, is in the Pacific northwest and maybe even in
parts of Canada. Districts 8 and 9 are in the upper
plains/mountains (Nebraska, South Dakota, Montana, Wyoming,
etc.). District 10 is in the upper midwest (Iowa, Illinois,
Wisconsin, etc.), which makes sense because they do livestock.
None of this has been confirmed (except the Capitol being in the
Rockies and District 12 being in Appalachia), but someone came
up with a pretty interesting map and wrote about how they
concluded where each district would be (based on their
resources, distance from the Capitol, implied size, etc.). Very
thought-provoking.
I have no idea what's going on in the rest of the world. It
could be that Panem is so isolationist that it isn't an issue,
or whatever catastrophe destroyed North America destroyed
everywhere else, too, and Panem is all that's left.

There's a shitload of fanmade maps out there. Here are a few. Of
course these are all speculation as these all go off of vague
info. I wish Collins would draw up a map. I'm a sucker for stuff
like that.

^This one is a bit different, but apparently in the book, it
says that the districts are "ringed" around Capitol. Here is an
article that outlines the thought process behind this: map

I am also curious about what happened to the rest of the world.
I was talking about it with my brother the other day.

I read the explanation of that spherical map of Panem and I
don't agree with it. I agree on most of the District locations
but I don't see any evidence for why they'd spiral out like that
or be so oddly shaped.

I like the middle one, with the spiral shape. They explained why
they went that way (i.e. a spiral and not just blocks) and I
remember it making sense.

I think that they have solid geographical reasons for the
locations but I can't think of any country that had that kind of
layout.

It seems like the reasoning was, the districts were laid out,
especially the nearer ones, for maximum support of the Capitol.
The districts had no real "cultural value" and their only
purpose was to supply the Capitol with the things it needed. So
going on that, I think it makes sense that the layout is pretty
unconventional. It's not based on political territory or gradual
expansionism the way the United States layout is.

I remember the site that made that second one. It's my favourite
map, because they went through the stages of flooding and the
changes in the continent.

Those maps are cool, I wish she had given more background
information about the Districts and how the world ended up like
it did, but I guess Katniss' story didn't really need that
information to be given.
It's interesting to think about though, I wonder if the rest of
the world was destroyed in some sort of nuclear war, which may
further explain why District 13 and the Capitol were so
reluctant to use their nuclear weapons.

Yeah, a lot of the weird and somewhat ridiculous shapes for some
of the districts in the 2nd map are definitely a bit 'out
there'. Collins should just draw a map.
