are kart axles the correct diameter, do the hubs fit the 17" pit
bike wheels, been offered a full kart for £275 & trying to work
out if there are enough parts I can use to warrant buying.

Kart axles come in several diameters. If you are using Pit bike
wheels (I have no experience of Honda wheels) it is usual for
the axle to pass through the wheel and be secured on the
outside. Graham Hill has a good article on the design of axle to
       hub as does Stefan.

The ones I have seen used for pit bike wheels that can pass
through are mainly 25mm dia. One kart I know uses a 30mm dia.
axle but the wheel hubs needed honing out a fraction to allow it
       to pass through.
The maximum track width of 1 meter centre of tyre to centre of
tyre is difficult to achieve with a 25mm axle as the longest
axle available I can find in the U.K. is 1020mm which gets you
near (about 940mm?), if the axle is shorter on the kart you are
buying your rear track will be less. the 30mm axles are
available in 1070mm but more work on the hubs is needed.
The keyway is important too, some axles do not have a keyway
full length limiting you to the position of the carriers

1090mm is the length required to get 1000mm rear track.
I have just had a 25mm axle made to this dimension and its spot
       on !
