Hello,
Even if underage you can buy crypto through the right channels.
However since paypal is high risk for most vendors you will be
buying them for a premium.
If you are willing to buy BTC or XRP via PayPal I can hook you
up but unfortunately the vendor would want anything from 15% to
30% commission since he's taking high risk of PayPal payback
policy.
Let me know if interested.
Cheers

Unless you sell cryptocurrency on a physically existing wallet,
which can be shipped via post and you have a proof of shipment.
Otherwise with most of the virtual goods (no matter if it would
be BTC, World of Warcraft account or digital files), buyer can
claim chargeback and seller will not only lose crypto, but as
the money received.
As well in general, with upcoming legislation (including FATF)
people who are underage will not be legally able to buy
cryptocurrencies themselves in a different way than peer to peer
transactions. But a legal guardian/parent of such youth can
legally purchase such cryptocurrency and hand it over, on a
hardware/cold wallet.
