Since he is a minor you would have to contact a parent to sign
him off

There is not enough info I believe. Does the Pt. have any
complaints? If he is truly not hurt it could just be a no Pt.
found. The propper thing to do would be to contact the parents
making them aware of the situation.

he is not of legal age and needs a parent to sign him off,if no
parent is around then transport with treatment . vital signs
etc.

no a minor under the age of 18 can not sign off ,a parent or
gardian must sign them off , i have also been to a minor mva
with minimal damage that was call in by a bypasser as mva with
injuries but no one reports any injury ,if the is a minor
involved i have called medical direction

No you can not try to find legal guardian or use Law Enforcement
to take custody of him.
