WEBCLIENT AND DOWNLOADABLE JAR IS NOT WORKING FOR ME

Hey guys, i used to play and i want to come back. I've tried to
download the client and every time i double click it, it just
doesn't open. Also, when i use the webclient, i type in a
username and password and it says error connecting to
server.....
I've went on youtube and did that method with java by moving
your security from high (reccommended) to medium and nothing has
changed. Please help i really want to play!!
