I don't think Cyclone should make the default 'Personal Message'
thingy or whatever it's called 'Standard Inrazimadian'. Someone

That could work. . . . .
There could be three different levels of forum member or
something; Standard Members, Inrazimadian Citizens, and High
Councillors. (Brainstorming here, not trying to introduce my own
ideas into the system. Sorry if it looks like that. :()

Default Personal Message? Not quite sure what you mean. I
