Depeands what it is. That money is taxpayers money anyway...
If it's a terrorist group, I find the American policy to be the
most effective one. 'If you wanna pay the ransom, go for it, but
we ain't helping you pay it at all.' It works, but if the family
pays, they're technically directly funding terrorisim.

Yes.
And then there's the ones that do it in public. Of course, it's
called diplomacy but what's the difference, really?
