See, I have swathes of free time, but, instead of playing
Empire, I'll usually boot up one of my other games, like KSP,
Warband or Papers, Please.

Superb. The gameplay is spot-on, and the moral choices are some
of the most difficult game decisions you'll ever have to make.
The endgame is brilliant; you'll eventually need to throw about
seven papers out of the way just to get to that one thing you
actually need.
I won't spoil anything about the story, because it's something
you need to play for yourself.

Indeed. Completely worth, it in my opinion, but, then again,
