The description from the site:
"It's a multiplayer, web based implementation of the turn based
strategy game Diplomacy by Avalon Hill, in which you have to try
and conquer Europe. To win you have to be strategic and
diplomatic, making deals and alliances with other players, and
stabbing them in the back when it suits you best."

Ever played a strategy game where Europe is divided up into
sectors and you have to conquer the map?
That's basically it.

Think Civilisation meets risk in a 1900-present day time
period...

I think Risk and Diplomacy was based off each other. The only
difference is that in diplomacy your army travels in large group
formations. In Risk, the units are in small pockets, with at
least one soldier defending a sector.

True.
The broad is laid out like Risk, with irregular size and shaped
sectors instead of the grided tiles of Civ.
However, the gameplay is more like Civ, you have a limited
number of troops that you move from one sector to the next and
you create more units when you get the chance; unlike random
troop spawn system in Risk.
