The Department of Health’s National Stroke Strategy was launched
on 5 December 2007. The strategy sets the direction for the
development of stroke services in England over the next 10
years. The strategy includes 20 Quality Markers for raising the
quality of stroke prevention, treatment, care and support over
the next decade. Many of the local clinicians and commissioners
were involved in the consultation and development of the
National Strategy.
Within this document there is a strong emphasis and
recommendation that all PCTs in England improve their transfer
of care arrangements for stroke patients and provide stroke
specialist rehabilitation immediately after transfer home.
Healthcare for London’s ‘Stroke rehabilitation guide: supporting
London commissioners to commission quality services in 2011/12’
(2009) provides detailed guidance on effective stroke
rehabilitation, performance standards and clear recommendations
for ESD action; namely, that every PCT should commission an ESD
service for people who would benefit. This service should
include staff with specialist stroke skills and must meet all of
the performance standards. Although commissioning arrangements
may change with the advent of clinical commissioning groups the
Stroke REDS team meets this recommendation. The Stroke REDS Team
has 8.2 full-time equivalent staff including the following
professionals who specialise in stroke rehabilitation:
