       What is Mental Health Hospital Admission Reduction Program focus

       The MH-HARP builds on Victoria’s extensive experience with HARP
       initiatives which have focused on various health issues. This
       initiative responds to the need to reduce demand pressure on
       hospital EDs (particularly for non-emergency presentations),
       reduce/prevent overall ED presentations by frequent users and
       improve patient flow from the ED to the community. This
       initiative is consistent with the Victorian Government’s focus
       on creating community-based alternatives to inpatient care.
       The MH-HARP initiative has been developed to support Public
       Health Services to:

       [li]Continue to reduce demand pressure on the hospital ED
       (particularly non-emergency mental health presentations) and
       improve patient flow from the ED to the community.[/li]
       [li]Reduce repeated use of the ED by people with a mental
       illness as a primary physical and mental health response.[/li]
       [li]Address the underpinning causal factors driving repeat
       presentations to the ED by people with mental health
       disorders.[/li]
       [li]Create more effective management of people with complex
       mental health presentations in ED, particularly for those who
       are intoxicated/drug affected, homeless and have personality
       disorders.[/li]
       [li]Better manage increased rates of chronic disease and poor
       physical health amongst people with mental illness.[/li]
       [li]Streamline pathways from the ED to primary health care.[/li]
       [li]Increase engagement with and access to acute, specialist and
       primary health and mental health care services by the target
       cohort.[/li]
       [li]Improve the delivery of culturally appropriate and
       responsive mental health care. [/li] [/list]
