They are probably in contract and it would make no sense to buy
them out, even if they are just used as injury cover.

You may be right. I used AI -
       How Eligibility Works
The Standdown Period: Johnson-Holmes earned his single
international Test cap for Australia in July 2019. Because he
has not played for the Wallabies since then, he has easily
fulfilled World Rugby's mandatory three-year standdown period
       from international rugby.
The Heritage Link: He holds British citizenship and has
significant family roots in England, satisfying the requirement
to have a parent or grandparent born in the country he wishes to
       represent.

He's as English as Stonehenge, a cup of tea and shouting at
       hotels.

Is an Australian, who is not good enough to paly for Australia -
not a team noted for its pack, really an option for England.
He might be the best Quins can afford this season.

       From the Western Force website:-
Cowra-born front-rower Johnson-Holmes is on track to end a cruel
run of injuries, which have seen him not play Super Rugby since
May 2024. The tighthead prop moved to the Force ahead of the
2025 season, recovering from an Achilles injury, only to suffer
an ACL injury in his first pre-season trial game. Prior to that,
he made 91 appearances and scored 11 tries for the ‘Tahs, making
his Wallabies debut against South Africa in Johannesburg in
2019, having represented Australia at the 2017 Junior World
       Championships in Georgia.
He played the majority of last season playing TH but played LH 3
       times.

I only mentioned England qualified because of the premiership
requirements re: match day squad numbers.
