Perhaps cheaper tickets for people who haven't been to a game
before would be a better answer. (No, I have no idea how you
would organise/police this.)

The problem is how to get the people that watch England at the
ground or on TV to watch some sort of club rugby.
Certain elements of the crowd at Twickenham may be annoying but
are not a real problem, even just getting 5% of those that watch
England rugby on TV, watch Prem games on TV, would raise the
media rights value by a lot.

But you risk reducing numbers.
In a buyers' market, if you simply try and recruit new customers
whilst appearing to not give a damn about existing clients...
nobody likes to be taken for granted.
People often see fantastic offers for services they already
have, but only for new clients. How do you think that makes them
feel? For example, pay 0% on your credit card for 12 months...
unless you've been loyal to us, in which case you can pay 29.9%.
Or... Sky TV for £1 a month for 3 months! What? we've had your
custom for 10 years? In that case it's £99 per month.
Etc etc etc

I can't for the life of me see how club season ticket holders
are being "taken for granted" if we don't do what a few people
want and give them more preferential treatment / discounts for
the international game. For a start, they are customers of the
club game first and foremost. Why should they expect that to
give them benefits for England games?
No-one has suggested giving non-STHs heavily discounted season
tickets or making STHs feel ripped off or undervalued, and it's
certainly not what the current disagreement is about. The
furthest I got as an incentive for England-only fans was
'discount tickets for the Big Games' as an attempt to push new
fans towards the club game, which is what the Big Games are all
about (and there's always tickets available).
Arguing that something is a terrible idea because it does the
opposite of solving the problem at hand is not the same thing as
arguing in favour of the opposite idea.

With ticket pricing there are always enough “rich” people around
to pay the, to us plebs, high prices. Supply and demand
economics. It feels unfair that wealthy individuals who are more
interested in telling their peers that they have attended an
event and drinking than enjoying a game of rugby that us actual
fans don’t get to experience these occasions. Like most things
in life, if you have the money…………

Making an England ticket even more expensive, and/or more
exclusive to people who are already buying premiership tickets,
does nothing to "spread the word". It would price people out and
it would alter the England audience further towards the people
who are already into club rugby.
Forcing people to buy something else as a condition of watching
the national team isn't going to get them into that other thing,
it's going to turn them off it and likely turn them away from
buying the tickets in the first place.
Restricting England tickets to those who have spent money
supporting the club game is a very stupid way to try and get
England supporters interested in the club game. You're supposed
to encourage people and make the pathway smoother, not penalise
them for not already being involved.
Genuinely can't believe this still needs explaining!

The original problem that prompted this discussion was about
adding numbers, i.e. how to get England supporters to watch the
Prem, which is what they're still arguing about.

I'm not convinced the RFU can do much to increase numbers at
club games, other than by making the sport itself more
attractive. Most of it will come down to clubs themselves. The
question is always going to be, "why should I travel to a club,
stand in the rain, and watch that way rather than on TV (or just
surf Facebook to argue with random strangers)?" What makes it an
event worth travelling to? The big games are an example of how
to get people along, but not every game can be a 'big game'.
Truth is, in any sport, the number of people who attend in
person is a tiny percentage. If the games were on free-to-watch
TV instead of behind expensive paywalls, that might be a start
in terms of increasing the overall number of fans, a percentage
of whom will start going in person. But mostly it'll be
community stuff.
