I'd consider deliberately dropping or passing a ball forward in
order to gain a scrum cheating. Certainly against the rules
regarding spirit of the game.

I'd say it's very wishful thinking to think bath might have to

You're running forward. The ball spills out your hands. Oh no.
Would that ever be called a deliberate knock-on?
You're passing and the ball 'drifts' forward. Oh no. Would that
ever be called a deliberate knock-on?
The whole thing is moot, though, because my point is that I
can't imagine Bath doing it.

Assuming you can prove it's deliberate, of course. And when a
team have advantage, and a scrum-half intentionally drops the
ball forwards (I'm sure you've seen that), would you penalise
them?
Or perhaps you'd penalise every SA knock-on or forward pass with
a penalty? Ah no, let's make it a yellow card. At a minimum.
Your hatred of the world's best team is really obvious.
