I don’t think it’s quite as black and white. For some offences,
I agree but something like hands in the rug is so dependent on
other players who you may not be able to see but the ref can.
One could argue that players should err more on the side of
caution but we also all love a good jackal.

The thing is, it's sometimes become a case of slow the ball down
until the ref tells you to stop. Hands away a few seconds after
the transgression began and the defence is back in position.
Blow any infringement and like the panel says, we'd have a few
weeks of constant pens, but players would soon adapt. Quicker
rucks mean scrambling defences = more breaks. Rugby wins.
