Thats correct, but you still require a safety check from the
local authority for any stadium, which is pretty much the same,
and if you have a covered stand with over 500 seats is the same.
With changes to fire safety and crowd control the safety
standards for any professional sports ground is the same.

Why is anyone mentioning the RFU with regard to the minimum
capacity of 10001 when it's common knowledge that this was a PRL
       requirement?

In theory, there is a difference between the RFU and the PRL.
In practice, I suspect Bill Sweeney and Simon Massie-Taylor
spend a lot of time in each other's offices.
I did have to double-check that auto corrupt did not alter the
       meaning.

Everything is published on the RFU website and has their name
all over it, and they are the bridge between the two leagues.

The MSC regulations were a straight cut and paste from the PRL
       site.

       From the RFU website
Minimum Standards Criteria (MSC): The RFU, through the
Professional Game Board, sets mandatory standards for stadium
capacity (e.g., aiming for 10,000+), facilities, and governance
       for Prem clubs.
